Project Phases

Project phase logic differs depending on the type of project chosen.

Regional & Local

The Project Phase is automatically calculated on the data entered for the project. There are certain phases that can be set manually by a user. Requirements for each phase are listed below. Information messages are displayed on the ‘Validation’ tab of the Project listing which fields to complete to move to the next phase, to guide a user through the life cycle of the project. Each time the Project is saved this list will update to the next phase if the required is present.

Few notable cases:

  • If the PSCI is too old, it resets the rating and date to null, this will cause the project to change phase (depending on what information is present).

  • If a Project is added to a Programme that is already submitted, the Project will not change from ‘Planned’ to ‘Scheduled’, until the LA Programme is submitted again.

  • Migrated Project entries will automatically be set to complete and will be locked, if unlocked they will be submitted to the same validations as entries created in the new system.

  • It is possible for the Project to move back to a previous phase either manually (i.e the user can manual change a ‘Completed’ project to ‘Not Completed’) or if the mandatory information for the phase is removed. For example, if a ‘Project’ is in the ‘Planed’ phase, but the ‘AADT band’ value is removed, the Project will revert back to ‘Draft’.

Draft

For a Project to be created and to go to be created and enter the Draft phase the following fields must be filled in:

General tab

  • Year

  • Name

  • Draw a geometry for the project

Once these criteria have been met a user will be able to hit Save to create a new ‘Draft’ Project.

Planned

For a Project to be moved to the Planned phase the user needs to select a Project in the Draft phase and have the following fields filled in:

General tab

  • AADT Band

  • Urban Location

  • Percentage HCV

Works tab

  • Create a section - This will populate the ‘Treatment Category’ and ‘Intervention Type fields on the General tab

Expenditures tab

  • Estimated Project Cost (€)

  • Actual Project Cost (€)

  • Funding Source 100% - this implies the value for the ‘Expenditure’ column when creating a new Funding Source must be the same value as the Actual Cost of the project

Once these criteria have been met a user will be able to hit Save to change the phase from ‘Draft’ to ‘Planned’.

  • PSCI Survey. Note the Pre-works survey date will be populated when available. - < 2 years old on R, LP, LS - < 5 years old on LT

Scheduled

A project in the Scheduled phase is one that has been adopted as part of an annual schedule of works to be carried out in a Local Authority and has been submitted to DTTAS.

For a Project to be moved to the Scheduled phase, first the user needs to select a Project in the Planned phase and then follow the described steps:

Step 1: Open the chosen Project form;

Step 2: Open the respective LA Programme with the same funding source/year as the selected Project;

Step 3: Submit the LA Programme;

Step 4: Go back to the chosen Project;

Step 5: Hit the Refresh button - The project phase should update from ‘Planned’ to ‘Scheduled’.

Awaiting Post-Works Survey

For a Project to be moved to the Awaiting Post-Works Survey phase, first the user needs to select a Project in the Scheduled phase and then follow the described steps:

Step 1: Open the chosen Project form;

Step 2: Fill in the Construction End Date field;

Step 3: Hit the Save button - The project phase should update from ‘Scheduled’ to ‘Awaiting Post-Works Survey’.

Surveyed Post-Works

For a Project to be moved to the Surveyed Post-Works phase, first the user needs to select a Project in either the Scheduled or Awaiting Post-Works Survey phase and then follow the described steps:

Step 1: Open the chosen Project form;

Step 2: Create a Post-PSCI Survey;

Step 3: Set the Construction End Date to the present date or one in the past (step not needed if project was already in the Awaiting Post-Works Survey phase)

Step 4: Hit the Save button - The project phase should update from ‘Scheduled’/’Awaiting Post-Works Survey’ to ‘Surveyed Post-Works’.

Incomplete

Users can move Incomplete project to the next year.

Complete

For a Project to be moved to the Complete phase, first the user needs to select a Project in the Surveyed Post-Works phase and then follow the described steps:

Step 1: Open the chosen Project form;

Step 2: Select the Complete option from the Project Phase dropdown in the General tab;

Step 3: Hit the Save button - The project phase should update from ‘Surveyed Post-Works’ to ‘Complete’.

Not Completed

This phase is mainly used to be able to delete old projects, as it disables every validation.

For a Project to be moved to the Not Complete phase, first the user needs to select a Project in the Complete phase and then follow the described steps:

Step 1: Open the chosen Project form;

Step 2: Click the padlock icon next to the minimize and close icons to unlock the project;

Step 3: Select the Not Complete option from the Project Phase dropdown in the General tab;

Step 4: Hit the Save button - The project phase should update from ‘Complete’ to ‘Not Completed’.

ATI, National and Non-Public

ATI, National and Non-Public Projects have a simpler Workflow and will undergo the following phases during their life cycle.
