Form A¶
The Form A provides a summary of projects and programmes for a local authority for a particular year. These are grouped by funding category.
General Notes¶
Blue squares within the Excel file are user editable. Note if the Form A is generated again then any edits will have to be added to the new export.
Sections such as Type of Projects under DrG (add rows as necessary)” allow additional rows to be added as required.
Values are rounded to the integer values - for monetary values cents are rounded, and for lengths centimetres are rounded.
Calculations are based on the Last Submitted Value for the LA Programme. If projects are subsequently unlocked and edited by a PMS administrator then the amounts displayed in the LA Programme and future Form A exports will no longer match. Once a LA Programme is locked, when a user has made a “Final Submission”, it can no longer be unlocked. Administrators (the RMO) can however resubmit Closed-Out LA Roads Programmes.
Project counts include both Complete and Partially Complete projects (referred to as “All Projects”). The counts include any project with any percentage of funding for the category.
All monetary values include both Complete and Partially Complete projects. This allows partially projects costs to be spread and reported on over multiple years.
Length and area values only include Complete projects. This it to avoid a Partially Complete project length being included for one year and then repeated again in a following year when it is set to Complete.
Length and area values for a funding source only include projects that are majority funded (> 51%) by that source. This ensures that project lengths and areas are not counted twice in the report. If a project is funded by 3 sources (e.g. 30%, 30%, and 40%) then its length and area will not appear in the report. Similarly if a project has a 50%, 50% split it will not be included in these totals.
Value Calculations¶

Fields in the report are calculated as follows (sections for other funding categories use the same approach):
Actual Grant Expenditure - this is the figure for all expenditure for the funding category. It includes any “Other Expenditure”. It corresponds to the Programme Funding Expenditure Total displayed on the LA Programme form within PMS.
Grant Expenditure on Improvement Projects - this is the figure for all expenditure for the funding category without any “Other Expenditure” costs. It corresponds to the Projects Funding Expenditure Total displayed on the LA Programme form within PMS.
“Other Expenditure” line items are added to individual Road Programmes and then collated to display at the LA Programme level.
Total Number of Completed Improvement Projects - this is the count of Completed projects in the LA Programme
Completed Improvement Projects Sum Length - this is the sum of all Completed project lengths in the LA Programme. Partially Complete projects are not included in this value. Their lengths will be included when they are set to complete in subsequent years. Only projects which are funded by > 51% Restoration Improvement have their lengths included in this value.
The project lengths and areas use the “Constructed Length” and “Constructed Area” for paving projects (Local, Regional, and National Pavement projects). The “Constructed” values ignore any sections of the project which have an intervention type of “None”.
Any non-paving projects (Bridge, Drainage, Footway, Cycleway projects) use geometry lengths as these do not record constructed lengths.
Completed Improvement Projects Sum Area - the sum of the area of all Completed projects. See note above for the different calculations used for paving and non-paving projects. Partially Complete projects are not included in this value. Their lengths will be included when they are set to complete in subsequent years. Only projects which are funded by > 51% Restoration Improvement have their lengths included in this value.
Grant Expenditure for Completed Improvement Projects - this is the Projects Funding Expenditure Total for Completed projects only
Total Number of Partially Complete Improvement Projects - this is the count of Partially Completed projects in the LA Programme
